like, none of the marines at HQ questioned the location of the buster call and they were so easily ready to just destroy it, but after the enies lobby arc we know that enies lobby was a really big deal

The one very basic rule of working in a military organisation is you don't ask questions you just do what you're told to do! So it's not their place to ask questions rather just carry out their jobs and go home.
